Added 01/09/2009:

Dear customer,

With reference to previous info dd regarding the CN24hrs as imposed by China Customs since July 1st, 2009 we have not yet amended closing dates at present as we follow implementation plan from China Customs. As such please be guided on next stage of implementation:

At present Coscon as carrier declares cargo moving to/via China to China Customs in accordance to the CN24hrs Rule. China Customs grants a transition period in order to enable all parties involved in transportation (carriers, forwarders, shippers, etc.) to be ready when CN24hrs submission must take place prior to loading of containers on board vessel.

Although all containers moving to/via China have to be declared please note that starting from September 1st, 2009 for all containers shipped to/via Shanghai port China Customs will give return feedback on acceptance or rejection of cargo. At present stage China Customs allows submission still to be done after vessel departure.

Nonetheless since CN24hrs becomes more strict we herewith kindly request you to provide B/L details with full style of consignee and notify party including contact details (valid tel & fax number) and further required info as mentioned in previous notification.

Please also be guided that CN24hrs regulation requires house B/L to be submitted. This can be done by shippers, forwarders en nvoccs registered with China Customs. If you have been registered please notify us so that we can check with HQ.
Alternatively if we - as agent for the carrier - have to submit a house B/L on your behalf please note a CN24hrs submission fee will be charged.

We understand this procedure will have an impact on daily business but as you know the CN24hrs has been imposed by China Customs and is applicable for all parties involved in transportation. Meanwhile info provided is to enable you and your customers to be prepared when CN24hrs will in vigor at maximum level in nearby future to avoid short shipments of your cargo at your expenses when rejected by China Customs.

Please be guided as from now on implementation of the CN24hrs rule could change in very short notice.

We will keep you informed on further progress. In the meantime if you do have any questions relating to the CN24hrs rule please contact our office.

We thank you for your understanding.

Added 14/05/2009:

Dear customer,

With reference to previous info dd 03/02/2009 regarding the CN24hrs rule please be guided that as from July 1st, 2009 the advanced submitting of manifest to China Customs becomes compulsory for all cargo discharging or T/S via China ports.

As such we have been requested by Coscon to start submitting the manifest for upcoming vessels of the AEN service in order to adjust to the newly required regulation.
China Customs still grants a testing period at present and therefore will not reject loading until this regulation becomes in vigor.

Although we understand that this new imposed regulation will have an impact on daily operational business we herewith kindly request you to understand the necessity of adjusting working procedure since important for both you and your customer since any missing details for vessels sailing as from 01/07/2009 onwards will lead to automatic shut out in accordance to the rule with all costs and consequences resulting from this for shipper's account.

Therefore please note following CN24 administrative closing will be introduced for AEN service as from M/V Cosco Taicang 002E onwards:
Fridays 09h30LT.

Details required prior to loading on board:
Complete name and address of shipper
Complete name and address of consignee
Complete name and address of notify party
Port of loading
Port of discharge
Final destination
Correct cargo description
Quantity, gross weight and measurement of cargo
Container number
Seal number
Freight indication prepaid/collect

This is administrative closing and containers can still be delivered till Fridays 21h00.

For other services start date will be week before July 1st, 2009.

We will keep you informed on further progress of the CN24hrs Rule.

We thank you for your understanding.

Added 03/02/2009:

Dear customer,

Please be informed that the General Administration of Customs of the People's Republic of China has issued decree no. 172 for the measures for manifest administration for inbound and outbound means of transportation of the People's Republic of China.

As from January 1st, 2009 operators of inbound and outbound means of transportation, freight forwarders, shipping agency companies, postal enterprises and express delivery operators should transmit electronic manifest data to the Customs within the set time limit in accordance with the scope of Customs registration.
As such carriers are imposed to submit the manifest to Chinese Customs prior to loading of the cargo at Port of Loading.
The new regulation is applicable for all units that will discharge, load or be transhipped.

China Customs have installed a transition period and for Coscon the implementation schedule is as follows:
January 2009: Internal system testing
February-March 2009: A parallel phase will be applicable for the carrier and trade selected by the China Customs.
Depending on further outcome of testing and parallel phase the system most probably will go live at a date agreed with China Customs.

In order to comply with this regulation we have to set closing as follows:
CNEU service: AMS-B/L details cut off Thursdays 12h00, container closing Fridays 21h00
Remark: at present reefers can still be delivered on Mondays without charges
AES1 service: AMS-B/L details cut off Thursdays 12h00, container closing Fridays 21h00

Although system is not yet live we suggest to already take into account these new closings in order to become accustomed to the new deadlines once AMS will go live.

We thank you for your understanding.
